So, here is my latest theory:
Jacob makes up a game with his rules.
The game:
find a human who doesn't come, fight, corrupt, etc., but willingly takes over Jacob's role of Island protector.
Jacob can select 360 candidates , one for every degree in a circle.
The game only ends once -- when a candidate accepts, or when all 360 chances have been exhausted.
Jacob is down to the final 4 candidates.
If no candidate accepts before he/she dies, then brother wins.
