If smokey can shape-shift into Locke surely there is a chance he has changed into other characters seasons past? or can he only change into the already deceased or people he has scanned? Would explain people not being able to die. Have we always been watching who we think we are watching?

I think he can only be dead people who's bodies he was able to use. Unless he WAS Isabella in the Black Rock with Richard. Because Isabella's body wasn't around.
Locke's body was special since Smokey didn't actually use it...just Locke's appearance and memories.

Pretty sure he was Isabella in the Black Rock, it seemed kind of implied the way she showed up shortly after Smokie scanned Richard, and the way she lied to him in a way that was so convenient for Man in Black to manipulate him with.
