I really dislike the theories based on good vs evil. Both Jacob and Smokey (MIB/Flocke) have both done good and evil.
Smokey represents Forced Choice Temptation - He will give you something you desire if you follow him. He kills those who reject his offer. His temptations are take it or die.
Jacob represents Hard Choice Temptation - He will give you something you want but you must pay a price (cure Dogan's Son but Dogan must never see him again, Richard can live forever but not be reunited with Isabelle. His temptations are I will give you something (not exactly what you truly want) but I will not kill you if you do not take it.
Addition to the theory - Smokey was given his abilities by Jacob with the prevision that he could not leave the island.

I like to think of Jacob requiring a balance. He saves a life, but another must sacrifice their freedom, etc. Smokey is against balance, and likes to tip the scale, if you will, in his favor.

Especially with the latest episode, I see Jacob as a hands off guy. He'll give you a nudge in the right direction but you'll have to work things out yourself. MIL doesn't care, he'll get stuck right in trying to counteract Jacob, doing absolutely anything within the rules to prove himself right, he'll even severely bend the rules to his own purposes.

A huge problem with Jacob is that he brings people to the island knowing that most will not survive. Both kill somewhat indiscriminately.
Which choice would you rather have
Smokey - Take a million dollars or I will kill you Jacob - I will give you a million dollars but you got to give me your left arm

Smokey - If you don't kill me, I'll give you a million dollars. Or I may just kill you. Jacob - I'll give that person you love a million dollars to help them, but you have to come with me in return.
