I thought the rule was that once smokey takes on a body it must be dead and he is stuck with that body. Thus he is stuck with Locke as the only human form he can take.
Sayid died for 2 hours and since Smokey could not take on his body perhaps Jacob or one of Jacob's allies assumed Sayid's body
But then I wonder when we first met Jacob in last's year's finale he was in conversation with his advisory, If that was indeed smokey in human form how did he escape that body to now assume Locke's body? For that matter he also took on Yemi's (Eko's brother) features.
