If Locke was not at the conference and was not allowed on the walkabout, what was he doing in Australia?

Probably locked himself up in his hotel room being depressed.
Not really sure there's anything else he could have been doing.... Unless he visited that healer Rose and Bernard went to, but it turned out fruitless.
Best things I can come up with!
His tan may just be that O'Quinn got tan, and they just decided to mention it on the show.

What about all the knives? Maybe he was not pulling Boones leg on the plane and was allowed on the walkabout.

Surely he did whatever it was that he did in the original timeline. Just hung out in Australia I guess...

In the original timeline he just got the next flight out, I had assumed. And so wasn't in Australia for very long.

However, he was gone for a week. He asked his boss to apply his vacation week.

Yeah, in the sideways he definitely had to have been there a week.

In both timelines he left for Australia in time for the Walkabout and left on 815. Unless the timings of these changed between timelines it implies he was in Australia for the same amount of time.

I think the whole show is a Walkabout.
