If Lost doesn't win I hope The Wire does, we're only up to S04E08 here but I haven't noticed a single bad episode. Each episode has been good/very good, but with Lost some episodes are meh and some are amazing.

My top two favorite series of all time are in the top 3 (The Sopranos and LOST)
I personally believe LOST is the best show of the decade, but I wouldn't expect it to be number 1. I hope the Sopranos takes number one, I would be happy if it did, I've never seen The Wire but I've heard it's very good, but it takes A LOT to top LOST and The Sopranos!
