There are so many bad movies.... here are what I feel are the top 5 in no particular order.
Baby Geniuses 2 Glitter Kazaam Son of the Mask From Justin to Kelly

there are so many movies made that just don't have any value or skill put into them what so ever, but also most of these never get any advertising or media attention. They are just all equally horrid and there are hundreds to choose from, so a list like this asks for is rather pointless...
Now, a list of the top five Overrated movies could be more interesting (and seems to be more the track most of you are going with). Take movies that hit theatres, had commercials for them, actually got seen outside of cult video stores, etc. and tell us which of those you think deserved none of it. You are also going to see a lot more disagreement here (and therefore possible discussion) going about it this way.
If you go with the first question I could easily lists dozens of movies that all equally bad (like Attack of the Eye Creatures, Dollman vs Evil Toys, Robot Monster, Sorority House Massacre 2, or The Green Slime). But none of these were really made with the intention of creating the next great cinematic experience or even a good movie (in most cases). They were made with low budgets in hopes of making a quick buck on fast returns. There is an audience out there for bad movies (I know I am one who loves them).
On the other hand, if we are talking about overrated movies, that list is far more fun and difficult to create. I could go with the easy choices (like the later Police Academy series already mentioned), but again those were not made to be great movies and more to pay off a low budget film off an established franchise. Instead I think I need to put a little more work into it... Okay, so here is what I am going to say right now, in no real order:
Battlefield Earth Steel Showgirls Spawn (live action) Gigli
Robin Hood: Prince of Thieves would be on this list if not for the truly delightful performance of Alan Rickman as the Sheriff of Nottingham.

isnt Battlefield Earth by that Scientology dude (Hubbard?) Or was it about Scientology and Xenu? I need to watch that one day just to see how awfully bad it really is

1. Anything with a 3 or higher at the end of the title. 2. Anything with the word "Dude" in the title (no offense Jorge!) 3. Anything with that combines two words into one new one (think Manimal) 4. Anything involving a star from American Idol 5. Anything that has the words "Battlefield" and "Earth" in the title
