Yeah, exactly what Kelly said.
Basically royalty free you can purchase once and use as needed without any further negotiation.
Non-royalty free can get much more sticky. Where will it be used? How many people will view it? How long will it be in use, etc. A much bigger pain.

I wonder if they are using stock photos on purpose. Maybe we will find out later that THF is not at all what it seems - instead of a large, reputable organization with cutting edge scientists and state-of-the-art technology, they are really run by just a few people acting as renegade scientists for some less-than-reputable purpose. Maybe Middlewerk got Hanso and others in charge out of the picture (i.e. he Jimmy Hoffa-ed them) and is running it and trying to make it look reputable and powerful to get investment money. So he created a staff and pictures of project work from stock photos.
Or maybe I'm whack and it's just a way of getting the game made faster and cheaper. . . right now I tend to think anything and everything is a clue. I got a weird voicemail on my cell today and I swear my first thought was - "It's Dharma!" I have problems.

I think it could be either case. Persephone definitely tried to draw attention to the fact that the hanso photo looked really different than the other photos on the site, so maybe that is a hint towards this.
