From Option 1 of the phone message: If you enter the postcode DK-1604, into Google Earth, you get two results, both of which are in Washington D.C. Embassy of India: Chancery Annex This is only speculation, but I find it interesting that there is a man speaking Danish, and that Sri Lanka, which is off the coast of India, was mentioned in the phone message. DK 1604 is a postal code for a western part of Copenhagen (DK is Denmark). According to your screencaps it's the address for Handelsministeriets Licenskontor (The license office of the Ministry of Trade) located on the street calles Kampmansgade in Copenhagen. So, I don't think DK 1604 has any specific important meaning other than being a Copenhagen postal code that just happens to include two of the numbers.
