More than likely it is the same actor playing both "Young Charlie" and "The Candy Kid" - for lack of a better name LOL - I seriously doubt that Charlie was hanging out in America with what looks like a bunch of hillbillies - or that Locke was in England.

Look at Locke's car's liscense plate: California. I know you can transport cars by ocean but I think that would be streching it.

The actual license plate that they used is an error. The numbering on that license plate puts it after 2002. You can tell by the first number. and the fact that it has the Cursive righting (even though that design has been around since the mid nineties) but the 5 definitly puts it after 2002.
So production error probably, but you never know.
