Maybe Jay's mom felt sorry for Jack and adopted him so Jay could have someone to play with.

Okay... This post is a spoiler that will bring some light on the whole Jay and Jack relationship.
I work in a fertility clinic, and after watching the Vidcast I instantly knew how Jay and Jack are related. I recognize Jack as a frequent visitor - actually he's not only that - he's a legend here. He has come in every friday since like forever... Our oldest staff member started working here 28 years ago, and even then, Jack was there delivering his goods.
Sometimes me and Jack have a coffee after he's done his thing and chitchat about random things. After realizing that he was Handsome Jack I looked through our archives, and lo and behold - his product has actually been used. Okay, only once, but apparently it worked. I also found that a kid called Jay had asked for information on the donor... So, there - the puzzle is solved - Jack is Jay's biological father, but he wasn't raised by him.
... or is he... ?!
